Along with the obese non-obese are also increasing .So IMO C

I'm going to go with C too.
It's stated that obesity is defined as having more body fat than 85% of the population. Therefore 15% of children are obese. So if the number of obese children are increasing then that means the number of children must be increasing since the percentage doesn't change. We can conclude that C the number of not obese children are increasing as well.

The number of obese children is increasing while the percentage is the same. This would happen only when the group size increases.
