Here the quite obvious choice seems to be B (in fact I too made that in hurry :( ) But consider the following example:

My salary has increased by more than 500 percent but less than 800 percent.

Here both the comparisons are in terms of percent, but in actual sentence first comparison is in terms of percent and other comparison is with actual numbers rather figures mentioned exclusively (and not percent).

The number of women competing in college sports has soared by more than 500 percent - to 186,000 a year from fewer than 30,000 in 1972

So it is E.
