(E) by the end of Progressive! E changes the meaning. Between C and D, I choose C. D: "by ending period of" is not parallel with by government regulation. We need a Noun after BY.

is by.. than by ... is idiomatic
Leaves us with C, D, E.
C is wordy
Now its between D & E..
less by and ending are not parallel .. hence E is a better option
E for me

if not E than has to be C, however, I cannot see anyting wrogn with E apart from the use of "end" inplace of "ending" as in C

is it B? I think if we select an answer starting with 'by', it means a person can end the period of agriculture productivity. hence, if we select the answer B, it should work fine. let me know if it is B.
