The Pakistani Army Commandant, General Niazi, decided to surrender after he realized that the Pakistani Army was surrounded on all sides, seeing the Indian Army.

(a) was surrounded on all sides, seeing the Indian Army

(b) was surrounded on all sides.

(c) was surrounded by the Indian Army

(d) seeing the Indian Army was surrounded.

It is a sample question of one of GMAT prepration site, the answer with Explanation given there was not satisfactory. can any one clear me.

Answer : "C" was surrounded by the Indian Army
Reason : Short and idiomic. Surrounded by itself means "covered from all sides"
