A and B are out since design ... allows ....
Among the rest , allow X to Y is the correct idiom here.

Will Go with B, muscles and bones are plural, hence allow. Also allow to is idiomatic

'allows that it' ---> 'that'is not required. A and D are out
'and that' in C results in an awkward sentence --> C is out
'and so' in B results in an awkward sentence --> B is out

E is the best choice
