Looks like E.

allows somebody.... (allows it) A,C and D out.

only one conjunction is enough. B is using two: "and" and "so".

going for E...

allows needed for design so A and B are out.

C and D have the 'and so' and 'and that' which are awkward.

I agree with E.

Allow for is also proper idiom... I'm referring C and I'm not happy about the ending phrase and that...

Its E because the subject is the DESIGN which is singular.

The design... allows it.

I get what you are saying... I think both allows it and allows for are correct...

Allows it - Someone is using something for assistance

The rear view mirror allows him to drive in a more efficient manner.

Allows for - Used more when you want to signify a benefit provided by something... more logical

Early morning studies allow for a good night's sleep.

So E here...

someting (singular) of some things (plural) always takes the singular S-V

design allows...

ALLOWS FOR + NOUN/NOUN PHRASE
ALLOWS TO + VERB/CLAUSE


2nd is appropriate for this question
