My only query in this one is whether "The Police" is singular or plural.

The police has significantly reduced violent crime and is pleased with ITSELF for doing so.

The police have significantly reduced violent crime and are pleased with (themselves) for doing so.

The Police --- Here refers to a group and should be plural
I think this usage is similar to one with
The Americans, The Hindus, the Russians --- All plural

It is always good to consult a dictionary for such queries:

2. ( used with a plural verb ) members of such a force: Several police are patrolling the neighborhood.
