It is a good style to state what she tried to convince in a relative clause started with the connector 'that' As per that reckoning, only B fits the bill.
When 'rather than' is present, it is unidiomatic to use "instead of" as per GMAT ethos. Therefore, C is out. 'To prevent' and 'continuing' is unparallel in A, C, and E. 'For the joining of' is unidiomatic in D, in the light of the relative clause 'that they should join forces'

B is the definitive answer.

the correct idiom should be "to convince that"

Quick POE:
only option B corrects the idiom error!!

option B is the correct option

What if Answer E was like "to join forces to prevent crime in the neighborhood rather than continue to be victimized" then would this be the best answer available out there instead of B?
Any insights into this would be appreciated..
