(A) changes the meaning
(C) but also (on) - is required
(D) not only the interest rates on most loans to small and medium-sized businesses are tied to the prime, but also on
(E) but also (on) - is required

D it is.

It should be 'B'.

here 'not only...but also' should convey exact meaning by maintaining parallel structure.

I guess, the sentence talks about "the interest rates being tied to the prime" on two XYZs.

C & E - out since they omit 'on' at the end.

A & D - out since they commit same mistake of including "interest rates....." in such way that it applies only to XYZ following 'not only' but not to XYZ following 'but also'

B is the best bet.

B is the one.

All have problems except B

The structure should be

Subject + verb + not only on X but (also) on Y

B is the only parralled choice, its structure is inverted.
