B is right here.

Argument would weaken if we could find out an alternate reason of price reduction of drugs. B suffies that. The drug import was controlled, but the drugs were locally produced, increasing supply, reducing price.

Passage says : Program for controlling illegal drugs : failed
If Program succeeded => If the entry of illegal drugs was stopped successfully : Whole sale price would NOT have decreased substantially in 1987
=> Program failed => the entry of illegal drugs was not stopped : whole sale prices decreased substantially => there was increase in supply -decrease in cost

The argument that will WEAKEN this should infer : Program failed BUT whole sale prices did NOT decrease : B

The argument discusses illegal drugs entering the country, but then jumps to the price of illegal drugs in general. The disconnect here is that not all illegal drugs have entered the country. (B) directly address this issue by mentioning the 'domestic production of illegal drugs...'

Premise - Price of most illegal drugs have dropped substantially in 1987
Conclusion - Program to control the entry of illegal drugs into the country was a failure in 1987

Anything which weakens the conclusion above is the answer
In other words anything which strengthen "Program to control the entry of illegal drugs into the country was NOT a failure in 1987" is the answer

Option B states that the domestic production of illegel drugs increased substantially and therefore the drop could have been possibly due to this and not due to entry from other country, thus weakening the conclusion
