I think B.

A is not parallel. We need "and" before "establish".

C is wrong. It sounds like the jobs would be uncovered for months.

D is wrong because of the same reason as C. Also it doesn't make sense to use "for"

E is wordy. No reason for using "for"

Verbal Gurus please correct my reasoning. :)

The proposed health care bill would increase government regulation of health insurance, establish standards that would guarantee wider access to people with past health problems and to workers changing jobs who otherwise could be uncovered for months.

(A) establish standards that would guarantee wider access to people with past health problems and to workers changing jobs who

workers changing jobs is not correct. Also the position of the pronoun "who" refers to jobs which isnt correct

Paralleism for A is ruled out

(B) establishing standards that would guarantee wider access to people with past health problems and to workers who are changing jobs and

The proposed health care bill would increase government regulation of health insurance is an independent clause and option B has a modifier starting with "establishing ....." which fits the bill

you can see that the use of AND is correct.

A is wrong because, "who" is referring to "jobs" when it should be referring the workers.
B looks best!
