B??? Can we get confirmation on this? I mean "represent not a new principle" sounds a little bit unidiomatic to me. what about D althought i'm not sure if we should be using "but" in this case.[/b]

C D and E "are" makes it that "proposed urban development zones" (plural) "are a new principle" (singular) which is wrong.
Ex: The 10 members represent/constitute a group of elite athletes --> correct
Ex: The 10 members are a group of elite athletes --> wrong

"represent not a new principle" usage is fine.
Ex: He is not a lazy student but a studious one.

C D and E "are" makes it that "proposed urban development zones" (plural) "are a new principle" (singular) which is wrong.
Ex: The 10 members represent/constitute a group of elite athletes --> correct
Ex: The 10 members are a group of elite athletes --> wrong


Paul: in (E) we don't have "are a new" instead it is "are new". Though I agree "it" after semi colon is not in agreement with "are" in the first clause, which makes choice (E) incorrect.
