agree its an awkward but the god thng is it boils dwn to options A and B, rest all seem to suggest the zones themselves are the prciples.
it in A can refer to priciple or urban developmnt.
also B shows the contrast by using but. so went for b though it dorsnt sound good.

While musing over the topic, I had only one thought in front. The urban zones are not a new principle ‘but’ an old one. There is a contrast manifest in the clause. Hence the choice falls on either B or D. IMO B is better because, physical things such as zones may not become as such a new principle but at best may represent a new principle.

+1 for B. As the topic suggest, it is a odds and end question, but more than that it is a meaning questions. Only B reflects the intended meaning of the sentence.

The it in the 2nd part represents new principle. So C,D,E are out. now from A and B. Ot of both A nad B option B seems more logical and meaningful and gramatically correct.

can u help here.I have doubt.
As far as I have practiced, "one " and "that" are never used together.

I will go for B.
In option B, NOT X, BUT Y comparision is clearly used. Hence no need to see other options
