I chose E because it (pointing to E ): 1) Sounds simple (less fragmentation of the sentences) 2) Normally when there is fragmentation there is a a modifying phrase of sentence...however this is not found in D for the first 2 parts

E. historians in writing about it inevitably reflect The key for this question is to see "Historian" v/s "their" but "their" is in non underline part so we need to assume that correct. To satisfy plural pronoun "their" , plural form of Historian means "Historians" should be used.
Option A, B,C can be eliminated for above logic.
Between D and E. No standard sentence construction involve two pronoun separating with comma. so option is E. Now lets look at E. The record of the past is always incomplete, and the historians in writing about it inevitably reflect the preoccupations of their own time. Here "it" refers to "The record" "reflect" and "their" match with "historians"
