I have a problem in understanding this problem.
How can it be written as
"The report recommended that the hospital eliminate unneeded beds"



"should" is missing in the sentence, and it sounds weird. Are helping verb not written in subjective mood?

I picked E for this question:

The word "recommend" should tip you off that a subjunctive verb form is necessary.

A. The subjunctive verb form is incorrectly used here. The subjunctive form needs to be: "subjunctive marker - ie. recommend" + "That" + "Subject" + "Subjunctive verb." In this case, the word "should" is inserted - this is not correct. Also, parallelism issues are present in this answer choice - eliminate, expensive services and use.

B. Again, the subjunctive form is not correctly used. Parallelism issues are present.

C. Again, the subjunctive form is not correctly used. Parallelism issues are present.

D. The subjunctive form is correct for this answer choice; however, the 3 elements are not paralle.

E. This answer choice correctly uses the subjunctive verb form and parallelism is maintained.

straight E/ absolutely a classic subjunctive and in subjunctive should is never used
