Why is B wrong ?


Choice (B) does tense error with use of past perfect "had".
Past Perfect tense with "Had" is used when the sentence has two events occurred at different times in the past and there is no indication of sequence of events.

In this problem, the sentence clearly says that researches from Carolina university notified earlier than researches from U California university. Here "earlier" clarifies the sequence of events, hence "had" is not required.
