Eliminating D & E because of their 'Because''s.
We are dealing with a subject-verb agreement kind of a scenario.
'has created' indicates that our subject must be singular
B is thus eliminated.
'The rising cost' is unnecessary since there is only one cost for multiple operations and more concise form 'Rising cost' might have been better choice.
'The rising costs' is singular because of the usage of 'The' and seems a good enough answer.
A is thus my choice.
What is the OA + explanation?

According to subject verb agrreement......."has" is singular hence the sunject should be singular. That is "cost" hence C.
