to reduce the number of teachers on the staff. Rather
than deciding which teachers will be laid off on the
basis of seniority, the school board plans to lay off
the least effective teachers first.

if the school board plans to get rid of the least effective teachers and not teachers based on experience/seniority. Only assumption A stands valid and the board plan assumes that it can determine the effectiveness of the teachers to get rid of the least effective teachers first.
