I would go for D.
Here is the structure proposed be something ..something done.
We must use be without to.
Knowing that leaves us with B and D.
Imo B is a bit wordy thus we chose D for it doesn't change the meaning.

Hi mates, IMO BA out: if "that" is there, "be" should be at the end C out: because of the sentence between commas, a linker is needed to modify "school" D out: if "be" is at the end, "that" is required E out: the end "is to be" is incorrect OA and Source? Cheers

Tks 4 ur help /. That is required since "proposed" is used. subjunctive also, which being non restrictive clause will refer to the noun immediately presiding it. So for this sentence to make sense, it should be presided by school not school's development.
