I only consider between C and D. All other options can be eliminated easily because of improper pronoun, eg children... with a reading problem
D is my answer coz it is more concise than C and i think we should u the subjunctive mood here

We have following to tackle :
- be placed Vs should be placed
- Assures Vs assured

Now considering the sentence : The school board ruling mandating that physically handicapped students [u]be placed in regular classroom settings whenever possible also assured all children who have a reading problem[/u] of special aid.

- should be placed sounds more complete
- assured is parallel to placed, therefore it is assured.
- Which children ? All those children with a reading problem.

therefore I think it is E. Whats the correct answer ?

I would go for D. The following are the reasons:

I guess the word should is not really necessary. Hence, it leaves us with the options A,C and D. Now, C can be ruled out as 'are' is an improper usage. I guess,the word used here should be some thing futuristic.
Amongst A and D, D sounds correct for me.

'mandate' is a subjuntive verb after which the next verb must be simple present form.
So we r left with only A n' D
B2ween these two, D is concise and idiomatic.
So the ans. is D
The OA is also D
