The answer is D for sure.

We need an explanation that justifies Wertz's claim that people might invest in startups thinking it is as good as mutual funds.

Only B and D come close and because B talks about investors in Europe it loses out.

Can anyone elaborate on answer D...not clear to me...I had chosen C thinking it made startups not safe to invest in.

You over looked a point that CF will attract wrong type of investors

Let me try this ...
The argument says that CF will attract type of investors, who thinks start up is safe to invest.

D suggest that people close there retirement account and invest in start up.

we need some sort of assumption w.r.t to retirement account.such as people usually don't want any type of risk on investment that they are doing for there old age (infact this is true !!!) .retirement account will definitely give some return(if that bank does not go bankrupt :p).They close there retirement account(safer one) and invest in start up thinking that startup are safe to invest .they will for sure get return from it.

Hope i am not so messy with my reasoning ....

i sometimes just dont agree with the answers mentioned in the comments and the oa mentioned.
i feel the modarators must delete questions if they are found to be unsatisfactory and unverified.
less is more. no need to have thousands of questions.
