My take E .. idiomatic usage case: NEED FOR

B changes the meaning , need is for the process of making, not for pine and flax from Russia THAT are made into masts and sails ...

IMO A , Reason subjunctive.

IMO E....based on only idioms...
As pointed by someone else does not look like a 700 level question unless I am missing something.
