Skill and Precision require a plural verb . Drop is. That leaves B&E. Not sur if we need an infinitive here. Go with B

The OA is B. What I didnt quite get was why we have to consider 'skill and precision' as plural.

(B) in measuring the movements of the Sun and Moon are evidenced not only at
(E) to measure the movements of the Sun and Moon are evidenced not only at

C/D - not parallel (needs "at")
A - movements is plural (needs are not is)

Going with B.
