my take: * Callers into a talk radio show are asked to identify themselves by first name and town of residence. This decision is made after the show's host becomes curious about the locations of his callers.

i ll go with answer D Reason :
Measures were taken to curb Bogus activiites... and it can be successfully done witha photo ID card. the catch here is that 'No 2 voters can have the same photo ID card "..
Only option D has such unique identity after the credit card numbers are stolen.
