I'm thinking (A)
the word "that" should be used for clauses that are essential to the sentence, but here it introduces modifiers that are non essential.

Ill go with B. I agree that "that" is needed here. I like as instead of with. Not sure though.

My answer - B You need the "that" (eliminates A and E) D changes the meaning (eliminated) Between B and C I went for B, I found the C incorrect. The with just doesn't sound right (don't ask me the grammatical reason why..) shobuj wrote: The steel industry has changed radically over the last two decades, as large, integrated companies such as Bethlehem Steel once conducted operations from mining at one end of the process to shipping at the other have greatly downsized, or in some cases shut down altogether.

can someone please throw some light on the usage of comma before such as ? P.S. I am convinced with the OA for this question. Just want to understand the rule for "comma + such as" usage ?

A. as large, integrated companies such as Bethlehem Steel B. as large, integrated companies, such as Bethlehem Steel, that C. with large, integrated companies, such as Bethlehem Steel, that D. while large, integrated companies, such as Bethlehem Steel, that E. and large, integrated companies such as Bethlehem Steel It has to be B. "That" is needed here. So, we are left with B,C, and D. Use of "while" makes D wrong. We are left with B & C. It we leave out some of the words and only concentrate on the "soul" of the sentence, we get: B --> As large.. companies.. that once did X... have downsized (As large companies...have downsized) C --> with large.. companies.. that once did X.. have downsized (With large companies have downsized) So, B makes more sense, making it the right choice.

Will go with (C). as the change has happened WITH some development. I doubt if there will be any OA as the question was posted way back in 2008
