IMO only C makes sense.

We know in Oct and Nov of 1929 suicide rates were lowest in that year but those may be higher for same period in previous years.

C Because Even though the rate for suicides is lower for october and november but C says that it was considerably higher compared to the average of those months of preceding and following yrs.

Me too for C.
A - we are not talking about other reasons causing suicides. We are talking about stock market crash.
B - We are talking about only 1929
D - strengthens the conclusion
E - seasonal differences might be a factor. But, we do not know if the factor is favorable for more/less suicides Oct/Nov.

(C) provides an adequate explanation. Many people committed suicide during the ensuing depression years..
