The supply of oil being finite has become an economical and political consideration of the first magnitude for all modern industrial nations.

Explanation:
It’s an issue (that oil is finite) that is discussed above in the excerpt. So, we cannot use economical (thrifty use of resources); we have to use economic (relating to an economy).

(A) The supply of oil being finite has become an economical ---> Wrong usage (economical)
(B) The finite supply of oil has become an economical ---> Wrong usage (economical)
(C) That the supply of oil is finite has become an economical ---> Wrong usage (economical)
(D) The supply of oil being finite has become an economic ---> Correct use of word economical. But the word ‘being’ is usually avoided.
(E) That the supply of oil is finite has become an economic ---> Correct use of word economical. Corrects all the errors present above.

Agree. Also, "economical" is almost never a word that one would use.

IMO B

A and D out because of "being"
B Hold
C and E out, I don't think it's possible to begin a sentence with "that"

E. Economical is not correct. So A/B/C are out.
E is better than D that changes meaning.
