My choice is B , which is wrong.
The answer seems to be E, would appreciate if someone could explain this.

The sentence demands the use of economic as ' economical' means cheap. this leaves us with D and E. The usage of Being in D elimates its chance... So its E.HOpe its clear

Moreover according to D, the supply of oil has become the economic and political consideration
As per E, the supply of oil is finite has become the economic and political consideration .... which is correct
