The survival of many endangered species of fish in our rivers depends on both the enforcement of regulations and recreational activities being available apart from fishing.

The idiom is "both X and Y": out B and E.
A uses "being":
(A) on both the enforcement of regulations and recreational activities being available
Out.

C and D remain.
In D "both" is misplaced

(C) on both the enforcement of regulations and the availability of recreational activities
(D) on the enforcement of both regulations and recreational activities

D seems to say that the survival depends on the enforcements of recreational activities...

(A) on both the enforcement of regulations and recreational activities being available - No need to use Passive voice, Thus INCORRECT
(B) both on the enforcement of regulations on recreational activities - AND is missing. Thus INCORRECT
(C) on both the enforcement of regulations and the availability of recreational activities - CORRECT
(D) on the enforcement of both regulations and recreational activities - Placement of BOTH changes the meaning of the sentence as the sentence now means - Recreational activities are also ENFORCED rather than AVAILABLE. Thus INCORRECT
(E) on both the enforcement of regulations in combination with available recreational activities - BOTH is incorrectly used in presence of IN COMBINATION WITH. Thus INCORRECT

The dreaded being is present :), also no need to change to passive voice
(B) both on the enforcement of regulations on recreational activities
regulations on recreational activities is wrong
(C) on both the enforcement of regulations and the availability of recreational activities
Correct
(D) on the enforcement of both regulations and recreational activities
regulations seem to be an activity
(E) on both the enforcement of regulations in combination with available recreational activities
In combination with available is awkward, the two should be joined by an "and"

Answer should be C


A) Parallel structures must have the same grammatical form. Here recreational activities …..aprt from fishing is not parallel with enforcement of regulations.

B) Both is used to describe two individual terms e.g. both x and y. In this choice both is followed by only one term i.e. the enforcement of regulationson recreational activities apart from fishing.

C) This correct choice maintains parallelism between two actions. The survival……depends on both the enforecement…..and the availability of…….

D) enforecement of recreational activities does not make any sense and is incorrect

E) Repeats the mistake made in choice B

Concepts tested: Parallelism, Idiom, Meaning

Idiomatic use of both is “both X and Y” and in that construction, X and Y has to be parallel.

A) “Enforcement of regulations” is not parallel to “recreational activities being available”. Wrong.
B) “Both X and Y” structure is not maintained. Wrong.
C) Correct. “Both X and Y” structure is maintained. “Enforcement of regulations” is parallel to “availability of recreational activities”.
D) Though “both X and Y” structure is maintained, placement of both is wrong. It is incorrect to say “enforcement of recreational activities”. Here “enforcement” should be associated with “regulations” only. Wrong.
E) “Both X and Y” structure is not maintained. The structure “both X in combination with Y” is idiomatically incorrect. Wrong.

Correct Answer is C.
