Advised is a transitive verb, which requires a noun clause and "that" correctly introduces it.

I think the structure is awkard and not parallel. "that he could not leave" is a independent clause joined to the original sentence using "that".

Parllel sentences using "that" would be of the type.....
"told that.........,that........and that....."

The last part of the sentence should also be an indepedent clause.

It might have been correct if it were the following :

E. He was advised that he had a right to remain silent, that he could not leave, and that he would be interrogated.

I would go wid B ...

E has the Inc orect usage of ''THAT''

X was advised to do somethng''

X was advised that he cud do somthing

the later sounds very absurd if I may say ...

the use of ''advised'' conveys the meaning as to hwat was aksed of by some one to someone else...

I believe ''that'' is not of use here . it adds to the oddity ...
