Answer is B.

Reasons:
1. Economy is followed by a singular verb
2. Correct usage of "each" as Each Member nations. Each should be used, if the number of members in a group is definite.

B is totally incorrect....Have used for Economy(singular) and each nation (singular) and subjunctive is used which is not required.

take an example for command subjunctive here :

We propose THAT HE BE here.
--> this the basic structure you need to follow in a command subjunctive case.
this pattern is followed in B correctly hence is the winner.

There is an and in all the options. Shouldn't the two sides be parallel to each other?

This is a command subjunctive question and thats why B. First I thought it was D, just like you did, but after reading the explanations I'm convinced (and upset with myself for not understanding the meaning of the sentence at first attempt) with the answer choice B.

Read the answer choice B again:
First as:
The treaty specifies that each nation [strike]have an inflation rate of less than three percent and[/strike] be resistant to external affairs.

And then as:
The treaty specifies that each nation have an inflation rate of less than three percent [strike]and be resistant to external affairs.[/strike]

Makes sense?

B would be the correct answer.
(B) economy of each member nation have an inflation rate of less than three percent and be resistant to--> this one is correct. Read it this way:
"economy of each member nation............................................... and be resistant to".
This sentence uses "and". So both the statements should individually be grammatically correct.
now read the second part as:
"economy of each member nation be resistant to ....." and thus it is correct.
read the first part:
"economy of each member nation have an inflation rate of less than three percent"
Thus this question uses the structure of "...A and B"
