D is what I think.
need "more quickly" an adverb than "quicker" an adjective.

This is definitely a question of adverb vs. adjective. The 3:2 split is 'quicker' vs 'more quickly'. Notice how we are talking about the verb form 'be extinguished'. Thus we must use the adverb form 'more quickly.' This narrows it down to (D) and (E). We are talking about an event in the past ('within three decades...'), so we do not want the present perfect 'has formulated.' That leaves us with (D).

I took following approach to arrive at the right option.

With this we are left with option A and D.
I selected D because it sounded OK to me, but now with the explanations from experts I can definitely say that we need an adverb to modify verb "extinguished". Hence 'more quickly' is definitely correct option.

I was aware of "more quickly" being the correct option but I chose E as the answer assuming the statement is made now and it is alright to use present perfect if the policy has already been formulated. Please explain why can't this be the right option.

The answer is D. Quick is wrong. Must be quickly - adverb.

Shouldn't we use present perfect with the word "within"?? I am confused. Please clarify my doubt.

Madsushi, we could use present perfect if we were sure that the three years reaches our present day. However, we can't be sure about this. It can be in the past.

easy first to eliminate : B, C and E ; has formulated /had formulate...
so between A and D , D is correct caz of Adj (more quickly than..... )

the third clause"directing that fires be extinguished more quickly than they had been in the past."gives you two event so past perfect is good there and use of within suggests present perfect in clause preceding this
