An important GMAX tip! An obvious-seeming answer is a correct answer!

So any time in CR it seems like an answer is too obvious for a tough, make-your-palms-sweaty GMAT problem, your work is done; the worst thing you can do at this point is over think.

So why is D wrong? D tells you what the Soc. leaders believe. The problem is that nothing in paragraph indicates that the Soc. leaders will necessarily get what they want. A, on the other hand, tells what a Soc. government is likely to do, and it's the actions that the government body as a whole (not just its leaders) will take that reflects directly on the conclusion that the Ganelon government will break away from the pro-American stance.
