Which one is better paying of (which is parallel with concerning...) or payment? Please explain in detail as it will clarify some of my doubts

IMO it is payment, because there is no parllelism here...

Yes, E should be it. I think they are noun phrases and need payment.

concerning is not parallel with paying...

Infact concerning is connecting 3 noun phrases....
