I tried to reason out in the folowing ways:
Since the company has announced(past tense) that .....
the first plant that had been built by private industry and (had been) -you are rght here and that is why it is wrong - "had been" cannot be used after "and" because it is in the present the model for generation of modern nuclear reactors.
This way, option A seemed to be the correct one.
But I am not sure whats wrong with the above reasoning.

Can some shed some light on this question and enlighten me?

THanks for showing the subtle differene the sentece had.

Now I got it. The sentence following the comma(,) has explained two features of the plant: 1. first built by private people 2. the model for the generation..
THats why we shoudn't use HAD BEEN in this case.

generally had been or have been need to be used whenever you have a specific set of events happening sequentially. But this is not the case here. So A and E can be eliminated. This falls under proper verb tense usage.

The other options can be easily eliminated by using parallelism between X and Y. Here in options B and C, Y starts with "which" while X doesnt so you can eliminate both of them. Hence D wins.

PROBLEM: Same as B and C.
