(A) tense problem (had been built) and not parralled
(B) which has no proper referant and not parralled
(C) awackward.
(D) built by private industry and. correct we need just simple past tense to express a work done in the past.
(E) not parrallel.

- past perfect is not required in this sentence

(B) built by private industry and which was

(C) to be built by private industry and which was

(D) built by private industry and
- suggest plant was built by 'model for generation..' as well

(E) to have been built by private industry and was
- present perfect is wrong

Between B and C, I'll go with B. It delivers the same message as C and is more concise.

IMO, D doesn't suggest any such thing. D merely states that Unit one was two things: the first plant built by private industry and the model...

The boldened parts are not only parallel, but also introduce different qualities that are joined by a conjunction, and.

I will go with 'D'

The 'was' at the end of 'B', 'C' & 'E' makes it look like it is no longer a model of model nuclear reactors.
so between 'A' & 'D'. I chose 'D' becos past perfect is not required.
