B. generated through wind power now as it was
C. generated through wind power now as was the case
D. now generated through wind power as it was
E. now generated through wind power than was the case

OA is C. Why is B wrong?

B is wrong. It refers to wind power. Wind power was in 1990? It is does not make any sense. We are comparing the amount of energy generated through wind power now as compared to the amount generated in 1990.

C is idiomatic though i am not able to say why C is preferred to D.
