Correct idiom: as much as
Indeed this is very tough question.

Choice B - more than ten times as much energy is generated through wind power now as it was in 1990
I am not sure if we can imply generated word in above choice.

as it was [generated] in 1990

Choice D also has same issue.

I chose B, because of the idiom "as". I rejected C because of wordiness.
