There are more than forty newspapers published in the cities of Kerala, a state on the Malabar Coast, which reflects the fact that Keralans are by far India’s most literate citizens.
(A) which reflects
(B) and that number reflects
(C) which reflect
(D) that number reflects
(E) that reflects

I am confused between B and D

"a state on the Malabar Coast" gives extra information. If we cut this phrase , the sentence convey the intended meaning . By doing so D conveyed the intended meaning. am i wrong? pls explain

B for me.

We need a correlator to relate "Kerala" with the "fact that ..." . "and" serves that purpose. Hence it is preferred over D.
