B is the best. The meaning makes sense and is grammatical correct.

B is correct. I looked for something like "increased resitance of mosquitoes" and arrived at B.

if you switch the clauses around, A does nto make sense.

increasing mosquito resistance against caused by [b]increase in the incidence of malaria

resistance to is the correct usage.
