will allow vs allows -> I'll choose the former. 'will allow' suggests that the procedure is not in action yet, as indicated in the original sentence 'growing demand for...". A, B and C are out.

Between D and E, I'll take D. E is okay, but it's passive and I wouldn't choose it unless there's no better choice around.

A) is the only one that is parallel. "...TO propose and pass...as well as TO repeal them". "them" is not clear but maybe this is a case where "them" is the logical reference to "laws".

A. awkward, but ok

D. is out imo. 'the voter' doesn't fit here. 'a voter' would sound better.

(A) allows voters to propose and pass laws, as well as to repeal them

(B) allows voters to propose, pass, and to repeal laws
Wrong.

(C) allows voters to propose, to pass, and repeal laws
Wrong.

(D) will allow the voter to propose, pass, as well as to repeal laws

(E) will allow laws to be proposed, passed, as well as repealed by voters
Wrong.

It is either A or D. But in A them can refer either to voters or laws. So I opt for D.

OA is A. I found this question interesting in testing parallel structure. I didnot miss it too.

It is beween A and E...

Except the passive form the cleaner was E IMO.

D has wrong // as well as B and C.

If we had to choose : allows vs will allow apart from //ism etc issues what would have been the best struture ?

previously discussed but ans has to be A.
It's one of those tricky ques that require a second or even third look before you can spot the logical parallelism
