A looks OK to me.

allows voters to propose and pass laws, as well as to repeal them

Also, i think "will allow" is wrong in D and E.

Good question. I too fell for E, for I thought THEM in A was ambiguous (it could refer to Voters as well as laws); except that it sounds crazy because THEM can't point to Voters (They can't logically repeal themselves so it's got to point to laws)
