OA is "E".
I thought "D" was more appropriate, since the incident happened in the past. Could you please explain why "E" is more appropriate over "D"

The way I approached this sentence is to split the two parts of the sentence that are joined by the conjuction "or". So I think of it as "...acid rain in slowing the growth forests" and "...acid rain in damaging forests", as you see in the first phrase, we need an "of" as in "...acid rain in slowing the growth of forests". Thus I chose E.
