This discussion is confusing and is going to take some of your precious time :P but is really helpful for a lot of questions on GMAT.

Consider the following example:

A. Consider univerties in America's 50 States that have less than 100 students.

Vs

B. Consider universities that have less than 100 students in America's 50 States.

Option A implies that States have less than 100 students.
Option B implies that Universities have more than 100 students but less than 100 in America. May be some of them study abroad.

What I wish to say is :
Consider those universities that are in America's 50 states and have less than 100 students.

By now, you must be wondering what my question is. :?:
We come across options A and B very often. How do I determine what "WHAT " is modifying?

Any rules of grammar that anybody know of? (That modifies Grammar or Rules? :lol: )
