Biologists believe that they have found one of the substances that tell individual genes both when to become active and when to remain quiescent in the earliest phases of an embryo's development.

(A) tell individual genes both when to become active and when to remain
(B) tell individual genes both at which time they should become active and should remain
(C) tells individual genes both when to become active and when to remain
(D) tells individual genes both when to activate and when to
(E) tell an individual gene both about when it should become active and when it should remain

Please explain clearly.

I would go for option A.
because:
'that' should be followed by 'tell'. We use a plural verb because:
Biologists believe that they have found one of the substances that ________ quiescent in the earliest phases of an embryo's development.
The first half clearly states that there are more than one kind of such substances. Here we are talking about all such substances (out of which they have found one), so we use a plural verb 'tell'.
Options left A, B and E
(A) tell individual genes both when to become active and when to remain---- best
(B) tell individual genes both at which time they should become active and should remain-----too wordy and incorrect grammar.
(E) tell an individual gene both about when it should become active and when it should remain---use of about is incorrect and sentence is wordy.

C and D are out. one of the substances that >>> requires plural verb
In B and E, I think 'should' somehow changes the meaning , so I chose A

after 'that' it should be plural verb (tell).

so A, B and E are left.

A is the only one with correct parallelism.

IMO A.

I believe it should be A.

I did not know this until recently - so allow me to care and share:
"In a sentence in which you have "noun verb one of the noun THAT verb" the verb is going to go with the noun immediately preceding the word "that."

I presume this is the only exception to an " noun of noun" statement. Please advise if you can (?)

B&E are as pointed out too wordy and also it should be "what time" in B.
