It should be B

Here is a similar one from SC1000.

959. Child care already a solid part of the employee benefits package at many companies, more businesses are focusing on a newer family benefit known as elder care, servicing for older dependents.

B is correct.

I don't know any rule for this but I understand B is correct.

A and C are run-on. D abd E are also incorrect as they both have being, which is almost always wrong in gmat.
