B can be true as well as untrue:
+ It's true when some persons who are interested in public service don't participate in local politics ( maybe they just closely observe the political affairs through news,etc...)
+ It's untrue when all people who are interested in public service participate in local politics ---> coz, then since "
Everyone who participates in local politics has an influence on the community’s values." , these "some persons" definitely have influence on the community's values.
Since the passage doesn't indicate anything about that ...B is open to challenge.
Please be in watch-out for indicators and quantitative words in CRs ..coz they're the traps which test makers are very fond of.
