D) When "considered" means "regarded as", then "considered" can be immediately followed by the noun it intends to modify

it's deffinitely an idiom, which i forgot. i'll look later in book, but for now - (b). vivek, please don't make us wait 1 month for answer... 8-)

This is an Idiomatic Expression Problem. The correct Idiomatic Expression is considered X . Not as an,as being,to be or like an. The correct answer is D
