B is right. The OA (D) is wrong.

Modifiers problem.
"it" refers to "the runway". So 'The runway' should come right after the comma.

So A, C and E are out.

Between B and D, D is awkward.

B is grammatically correct.

I understand that "Though it had about 11 inches of snow" should modify "the runway" but I am finding option D to be very awkward because " the runway was said by aviation officials" is weird.

C is my answer.
Though it had about 11 inches of snow, according to aviation officials, the runway was in acceptable condition during the time of the emergency landing

Here according to is a phrase and if we omit this one , it clearly refers to the runway.

D is the most weird answer. the runway was said by officials to be in ...
I really have problem with the OA... Whats the source of the question...
