A. neutral [Hold it]
B. disapproving [nothing that mentions drawbacks – eliminate it]
C. confused [nothing that elicits it as confused – eliminate it]
D. supportive [Not at all]
E. irate [not irate as per given argument – eliminate it]

It should be 'B'.

Author's attitude is not NEUTRAL a he mentions- Congress is opening the door to a flood of special relief programs for other recession-affected businesses.

Thank god i chose B. For me the catch word was flood. E is too extreme
