B. disapproving [nothing that mentions drawbacks – eliminate it]
C. confused [nothing that elicits it as confused – eliminate it]

It should be 'B'.

Author's attitude is not NEUTRAL a he mentions- Congress is opening the door to a flood of special relief programs for other recession-affected businesses.

U got it..OA is B... as word " flood of " gives a disapproving attitude of the author

Thank god i chose B. For me the catch word was flood. E is too extreme
